Airport Management



Magnum Management Inc., a British Columbia company, was granted a Head Lease (dated April 1, 1997) by the City of Chilliwack for a term of 50 years covering all property comprising the Chilliwack Airport. The City of Chilliwack and Magnum Management Inc. entered into the Chilliwack Airport Operating Agreement (dated October 12, 1999), which sets out the terms and conditions for the operation of the Chilliwack Airport.

Mr. Ed Wilkins is the President of Magnum Management Inc. and the Airport Manager. Terry Wilkins is the Assistant Airport Manager and between them they are responsible for the day to day running of the airport and all airport compliant issues. Such issues include Municipal, Provincial and Federal jurisdiction compliance and audit.

Keith Hodsall was retained as Administrator to join the Magnum team in assisting with the numerous obligations and administrative issues arising from airport business development. The Magnum Management Inc. staff comprises considerable experience and knowledge as it relates to airport management and compliance requirements, with a good understanding as to the future development needs and potential for the Chilliwack Airport.

The Chilliwack Airport is unique in as much to its location and site in the Fraser Valley. This has demanded much planning and liaising with the City of Chilliwack to achieve development of the airport while maintaining integrity to agricultural recognition.

Since taking over management of the airport, Magnum has moved the airport operation forward into an organized, compliant airport. The Chilliwack Airport is the envy of many communities throughout British Columbia and a facility which Chilliwack can be proud of. The organizational and legal compliant improvements that have been put into effect by Magnum are numerous and today, many other cities have looked to Chilliwack Airport as a model for this type of public/private enterprise.

Since 1997, Magnum has attracted many new business to the Airport and continues to work with the City of Chilliwack and Chilliwack Economic Partners Corporation (CEPCO) in its efforts to encourage, maintain and accommodate new and established businesses to the airport. This has resulted in a fiscally and responsibly operated airport.

Despite the aviation restrictions in, and the continued complexities of, updated Transport Canada airport operation and aviation regulations, Magnum has been able to maintain the very highest quality of compliance.

  • GPS - Global Navigation Satellite System (GNSS):
    • Currently in the application/installation process.


  • Development Project:
    • Magnum has now completed negotiations with a developer to proceed with the development of 5 acres of airport property on the north-west side. The development will provide additional hangars for both commercial and private aviation needs. Initial ground-breaking will take place in July 2009 with the completion of the Chilliwack Aviation Park project in the Fall of 2009.


  • Airport Operations Manual (Transport Canada mandated A.O.M.)
    • Since 1997, it has been necessary for Magnum to review every aspect of the airport property, equipment, lay-out and operations and complete a fully up-dated A.O.M. which subsequently meets the certification requirements of Transport Canada.
